So that Tenants will have a voice. It will also empower others to make an informed decision about whether or not to rent a particular property. I believe that even should one have the misfortune of doing so, by others sharing their Slumlord experience, it could possibly provide others the ammunition to fight back. Tenants have rights too-so, I've heard. Just not in Philadelphia. I felt as if I was being slapped in the face, spat upon, and it was the Philadelphia Housing Authority who handed the Landlord the rope to bind my hands behind my back! For this reason, after the Landlord breached the implied warranty of habitability, collectively evicting me from the property by refusing to make repairs, I moved out-of-state. If the Housing Authority was preventing me from exercising my rights as a tenant, then the lease agreement served no purpose. PHA knew about everything from the carbon monoxide leaks, to the rodent infestation, as well as, the fact that we did not have heat or hot water for months. In fact, even after the property failed a second inspection, they continued to compensate the owner. That was their choice. I made the choice to move out, and not pay her another red cent. 

Do Not-I Repeat, DO NOT sign a lease agreement OR give this CROOK a red cent of your money for the property at: 1839 W Pacific Street, Philadelphia, PA 19140. You WILL LIVE TO REGRET IT!!!

Just ask your prospective neighbors what kinda "Landlord" she really is. Do not be fooled, by the VENEER of her being "cool" and "nice". She is anything BUT. She is a pathological liar. She is a Con Artist. She is a Master Manipulator. She is the Epitome of a Slumlord. And, her wicked stepmother Reversa Brown is her partner in crime. UNDERSTAND THAT YOU ARE JUST THERE TO ENSURE RIKKIA CONTINUES TO MAKE HER MONTHLY MORTGAGE PAYMENTS IN MIDDLETOWN, DELAWARE-YOU WILL NOT HAVE ANY RIGHTS AS A TENANT. History

A slumlord is an unscrupulous landlord who milks a property without concern for tenants, neighborhoods or their own long term interests. Slumlords overcharge for property in poor neighborhoods that is kept in poor repair and allowed to deteriorate. Some indicators of property run by a slumlord include number of police calls, and city and county code violations on the properties.

Because, it was under the pretense, that she was the lawful occupant of the property vs. being a Landlord in the Housing Choice Voucher Program, collecting $1, 000.00 in rent each month. Was I to be the Benefactor? Imagine that. She drives a Mercedes. She lives in Middletown, Delaware. Yet, needs to commit fraud in order to maintain HER property. Perhaps living beyond ones means is the real culprit-ya' think? Philadelphia Housing Authority, "spoils" its Landlords ROTTEN that participate in its Housing Choice Voucher Program. In my opinion, it is that sort of condoning by way of failure to act, that incites GREED in SLUMLORDS to manifest itself. Thus, manipulating the system to milk it, at the taxpaxers expense.

Not to make light of those that are unemployed due to the economy. Perhaps considering a change of profession would resolve that dilemma? Apparently, Slumlording is not one of the occupations affected by the economy's recession!!! Its either that or the YEARS of Mrs. Brown's exploitation of innocent foster children has finally PAID OFF... But, when DHS pulls up with a van and hauls all the children off to group homes-not so much. Soooo I guess renting out the rathole she calls a property was the next best thing to milking the government, exploiting foster children for the monthly income, that was used to dress her and hers in the best-whilst the foster children for whom the checks were allotted wore their hand-me-downs. Its amazing what one can do when they're cunning enough to avoid getting criminal charges(ie., passing background checks and the like) no matter how many crimes they commit or criminals they're known to associate with, or criminal acts to which they are co-conspirators. Welp ppl... she also CLAIMS that she works for the School District of Philadelphia. Yeah. And, she's America's Next Top Model. The irony is, I overheard her telling Philadelphia Gas Works, (just as she did PHDC in order to ensure that her fraudulent application for its "Basic Systems Repair Program" would be APPROVED)that her only source of income was Unemployment. I'm confused-or she's a pathological liar who changes the lie(s) depending upon who its told to, and what she seeks to gain from telling a particular lie to a particular person.

Section 8 approved, Must have four bedroom voucher and steady employment. $ 1000/month plus utilities, first, last and security deposit required. Application fee $ 40.00

And, this money hungry b-word will be laughing all the way to the BANK with your first, last, and security deposit. She could give a rat's ass about whether or not your employment is steady. She only dates drug dealers. Since when the hell is she concerned about "employment"??? Ask her is HERS? Ask her if SHE is "gainfully employed" or still collecting unemployment?  Section 8 approved huh? Hmm... interesting. Maybe that's why they abated her payments. I guess her property was too "completely rehabbed" for the PHA's taste.


What she left out is nothing is "freshly painted", wall-to-wall indoor/outdoor carpet(that she purchased with my security deposit),the word is cabinets Mrs. Ghetto Fab-U-Lous, the stove is FILTHY and needs to be replaced, and there is NOTHING clean about that large unfinished basement that floods with sewage and rain water each and every time it rains. Have a "looksy" at the photographs of the property and the time date and stamp. She has repaired nothing because a Judge reduced her rental payments down to $247.00 until she made ALL of the repairs. I found this CROOK through an ad she posted on craigslist in March 2011. True to character, a property that she advertised at $900.00 monthly, became $1,000.00 a month the day of the lease signing. Philadelphia Housing Authority, will by no means be exempt from the role they played in this Slumlord Nightmare. Because they are "in bed", if you will, with Philly's Slumlords. Its about time "IT" was exposed for the corrupt, indifferent, Slumlord Hoarder that IT is too! ***Update*** Unfortunately, it appears this SLUMLORD has placed this "completely rehabbed" 4 bedroom property back on the market-where??? Perhaps the rats the property is infested with, will sign a lease agreement with 'er. No human being should. If the property is so effin' GREAT why'd she move out of it? Because its a friggin' DUMP!!! And, the neighborhood is the WORST. I was born and raised in Philadelphia. Since when did property value at 19th & Erie become $1, 000 bucks a month worthy? At BEST its $800.00. The extra $200 bucks is courtesy of the taxpayers via Philadelphia Housing Authority's Housing Choice Voucher Program aka "Slumlord Hoarding Program". I think a great way to punish a slumlord is to force THEM to live in the property they're trying to rent YOU. Do your HOMEWORK if you rent this property. Civil Records ARE PUBLIC RECORDS. So, are Licenses and Inspections Complaints and/or Housing Code Violations. Its called having a "right to know". Landlords often want to do "a background check" on prospective tenants, as they should. That said, what's the harm in doing a background check on a Landlord? NONE. In fact, you might be doing yourself a BIG FAVOR...
